The Scenario

Can the Coalition Be Rebuilt?

ISIS is resurging. The international coalition that once defeated it has fractured.

Participants will take on the roles of coalition countries working to rebuild that alliance, while one team plays ISIS, exploiting divisions, delays, and competing interests at every turn.

Developed with direct input from Dexter Ingram, the scenario reflects the real-world dynamics he experienced while serving as Acting Director of the Office of the Special Envoy for the Global Coalition to Defeat ISIS. The environment is grounded in reality, the decisions are difficult, and the outcome is far from predictable.

Dexter Ingram brings more than 25 years of experience at the intersection of counterterrorism, counter-WMD strategy, and interagency diplomacy. Throughout his career, he has held several senior leadership positions, including Acting Director of the Office of the Special Envoy for the Global Coalition to Defeat ISIS, Senior Counterterrorism Advisor to INTERPOL in Lyon, Deputy Director for Preventing WMD Terrorism at the U.S. Department of State, and Senior Political Advisor in Helmand Province, Afghanistan.

He has led U.S. delegations across Asia and Africa and served as a senior liaison to both the FBI and the Department of Homeland Security. In addition to his government service, Dexter is a contributing columnist and Editorial Board member for Homeland Security Today.

What sets Dexter apart is his unique combination of firsthand policy experience at the highest levels of government and his commitment to helping others understand the complex realities of national security and international cooperation.

Live at the Event

Dexter will join ExpertTheory CEO Daveed Gartenstein-Ross for a live discussion exploring the history of the Global Coalition to Defeat ISIS, the challenges facing international counterterrorism cooperation today, and the lessons that remain relevant for future coalitions. Throughout the simulation, Dexter will also provide live adjudication and analysis of key game decisions as they unfold.

Participants submit decisions each turn through the Providence platform and watch the consequences unfold in real time.

2. Dexter + Daveed, Live

An ongoing conversation between Dexter Ingram and Daveed Gartenstein-Ross provides expert insight throughout the simulation, with Dexter stepping in to adjudicate critical moments as they occur.

3. Open to Observers

Observers can join via Zoom to watch the full simulation unfold, hear team deliberations, and follow the evolving crisis as it develops.

4. Powered by Providence
