GTSC's Business Development Exchange with Baibhav Devkota
Monday, October 5, 2026 (10:00 AM - 11:30 AM) (EDT)
Description
Join the Government Technology & Services Coalition (GTSC) for an intimate Business Development Exchange with Baibhav “Bobo” Devkota, Executive Director of the Border Enforcement and Management Systems Directorate (BEMSD) within U.S. Customs and Border Protection’s Office of Information and Technology (OIT).
This small-group discussion will provide GTSC members with an opportunity to hear directly from Mr. Devkota about the technology supporting CBP’s border security mission, the operational environments those systems must serve, and the challenges and priorities shaping BEMSD’s work.
About Mr. Devkota:

Mr. Devkota leads the strategic direction, development, deployment, and sustainment of critical technology solutions supporting CBP’s mission, particularly across the border security domain. With more than 20 years of service within CBP OIT, his career has spanned biometric technology, Border Patrol IT infrastructure, radiation detection integration, surveillance towers, unattended ground sensors, cybersecurity, operational testing and evaluation, and passenger systems. His experience also includes more than five years working in close proximity to the Southwest Border, giving him firsthand insight into the operational realities facing frontline personnel and the role technology plays in supporting their mission.
GTSC’s Business Development Exchange is designed to foster candid, substantive conversations between government leaders and industry in a small-group environment. Participants will gain greater insight into mission needs, technology priorities, implementation challenges, and the operational considerations that should inform industry's approach to supporting CBP. Space is limited to encourage meaningful discussion and engagement.
